There's this cool CGI video. Some kind of Steampunk thing with a guy and a dragon and a hot air balloon. I think it's a music video but I don't know the song.
You're probably thinking of Director Christopher Alender's EYE OF THE STORM, which is a music video of the eponymous song by the band, Lovett. Christopher Alender made the 1999 Horror movie, MEMORIAL DAY.
EYE OF THE STORM tells a full story while retaining its mystery and intrigue. No small feat.
